Brazil banned online casinos. 8 of 46 crypto casinos name it as restricted
Two weeks after Provisional Measure 1.394, we read the restricted list of every crypto casino we track. Most still leave Brazil off. One says Brazilian players are welcome.
Brazil's Provisional Measure 1.394 of 25 September 2026 prohibits fixed-odds betting nationwide, sports betting and online casino games alike, and the Ministry of Finance says it applies even when an operator based abroad offers them to people in Brazil. The licensed .bet.br sites went offline on 6 October. Crypto casinos licensed elsewhere were never part of that market, so the question is what they do now.
Every crypto casino publishes a list of the countries it does not accept, usually in its terms or help centre. We read that list for each of the 46 crypto casinos we track. The full table, each row linked to the casino's own page, is below, and the same data is a CSV.
How we checked
On 8 October 2026 we loaded each casino's own restricted-countries page. Where the page builds its list in the browser, we loaded it in a browser. Where a page sat behind a bot check or did not load, we did not get around it: the row shows our earlier reading and is marked that way. A list we count as complete is one the casino publishes in full; where a casino refers to a list it does not publish, we mark it not complete, because a missing name there proves nothing.
What the lists say
8 casinos name Brazil. Four of those pages were re-read on 8 October (BitStarz, mBit, Yeet and Spartans); the other four (Stake, Bitcasino.io, Housebets and Toshibet) sit behind bot checks, so their rows carry our earlier reading.
25 publish a full list without Brazil. We re-read 12 of them on 8 October, among them Roobet, Shuffle, BC.Game, Cloudbet and MetaWin; Brazil was not on any. Two needed a closer look: Roobet's page mentions Brazil only in its language menu (Português do Brasil), and 7Bit names Brazil only under restrictions for specific live games and slots, not in its casino-wide list.
One says Brazil is welcome. Gamba's page lists the countries it refuses and then says its services are available to users from all other countries, "including … Brazil".
12 do not publish a complete list, so whether they accept Brazil cannot be read from their terms.
Why a missing name matters
For a player in Brazil, a casino's restricted list is not the law. The measure prohibits offering these games to people in Brazil whoever the operator is, so a casino that leaves Brazil off its list is not thereby lawful to play at from Brazil. The lists matter because they are the casinos' own statement of where they operate. Two weeks in, most of them have not changed it.
What happens next
A provisional measure has the force of law from the day it is published, and lapses unless Congress converts it into law within 60 days, extendable once by another 60. We will re-read these lists each month while the measure stands, and when Congress acts.
