Japan has no online casino licence: the National Police Agency states that betting at an online casino from Japan is a crime even when the casino is legally run abroad, and since 25 September 2025 the amended Basic Act on Gambling Addiction Countermeasures also bans presenting online casino sites or linking to them. Legal online betting is limited to state-run schemes: the sports lottery, run by the Japan Sport Council under the 1998 Sports Promotion Lottery Act, and the public races, whose internet voting sites the racing bodies name.
