Registers we can't list
These regulators publish no list a reader can be given — a search tool, a site that refuses automated reads, a ban, or no licences issued yet. Each links to where to check.
The MGA's licensee register is an embedded search application whose data service refuses automated reads behind a Cloudflare bot check, and the MGA publishes no downloadable list of licensees. MGA licences cover operators serving players in other countries rather than a Maltese market, so they are not a list of sites licensed for any one country.
ONJN's site sits behind a browser-verification wall that a reader can pass and a script cannot.
Norway's exclusive-rights model gives Norsk Tipping and Norsk Rikstoto the only legal online offers; there is no register of licensed operators.
Veikkaus holds the exclusive right until the licensing market opens in 2027; the new authority has published no licensees yet.
GRAI's licence register, live since the first business-to-consumer licences of July 2026, lists remote betting and remote betting intermediary licence holders with their trading names (bet365, Paddy Power, Betfair, BoyleSports, William Hill and others) but no web addresses; the domain field on each holder's entry is empty. No gaming (online casino) licences have been issued yet.
Provisional Measure (Medida Provisória) nº 1.394 of 25 September 2026 prohibits fixed-odds betting and online games nationwide, and the previously authorised sites had to go offline from 6 October 2026. The SPA keeps its list of the companies authorised before the measure, but none may operate. The ban is provisional: it lapses unless Congress converts it into law within 60 days, extendable once by another 60.
The Dirección General de Juegos y Sorteos publishes its permit holders and their authorised websites on juegosysorteos.gob.mx, which does not answer automated reads, and SEGOB's pages on gob.mx sit behind a browser-verification wall that a reader can pass and a script cannot.
The Gaming Control Authority's permit journal for remote gaming sits behind a Cloudflare browser check that a reader can pass and a script cannot, and the copies it publishes on the national open-data portal (data.gov.lt) are behind a firewall block page; check the journal on the Authority's site.
The National Revenue Agency keeps the registers under the Gambling Act, including the list of websites licensed organisers run games through, on nra.bg; the site does not accept a script's connections and the national open-data portal (data.egov.bg) refuses them too, so check the registers on the NRA site.
South Africa licenses bookmakers, including online bookmakers, province by province; online casino games are not permitted under the National Gambling Act. The National Gambling Board's Verified Operators list, compiled from the provincial licensing authorities, names every licensed bookmaker with its physical premises and licence number but no web address, and the provincial boards' own lists, such as the Western Cape board's licence holders page, name the bookmakers without their websites.
The Curaçao Gaming Authority publishes its online gaming licence register as a PDF listing each licensee, its licence number, whether the licence is B2C or B2B, and its status, but not the websites the licences cover; individual sites are checked through the seal on each site, which links to cert.cga.cw. Curaçao licenses operators that serve players in other countries, not a Curaçao market.
Sports betting in Korea is limited to the sports promotion betting tickets (체육진흥투표권, Sports Toto) issued by the Korea Sports Promotion Foundation under the National Sports Promotion Act and supervised by the National Gambling Control Commission. KSPO's Sports Toto page names the Betman online site (베트맨 온라인 사이트) as its online sales channel but gives no web address for it, and the Commission's pages do not name the site.
The Promotion and Regulation of Online Gaming Act, 2025 prohibits all forms of online money games nationwide, whether games of chance, games of skill or a mix of both, along with their advertising and the processing of payments for them; its Rules came into force on 1 May 2026. No online casino or sports betting site may lawfully serve players in India, so there is no register of licensees, state or central.
Fixed-odds sports betting (iddaa) and the Spor Toto pool are state games run by Spor Toto Teşkilat Başkanlığı through dealers it licenses, with iddaa.com as the game's own site. The organisation publishes no list of the dealers licensed to sell iddaa online; its home page carries only logo links to betting sites, with no text naming them as authorised dealers.
The Online Casino Gambling Act 2026 allows up to 15 licensed online casinos; the auction for the right to apply was held on 29 September 2026 and the DIA expects to issue licences from early 2027, when it will publish a public register. Online sports and racing betting is limited to TAB NZ and its brand betcha under the Racing Industry Act 2020; the DIA names them but lists no web addresses.
