Online casinos in Kentucky: what the law says
Kentucky allows retail and online sports wagering; online casino gaming is not legal.
No licensed online casino in Kentucky
Kentucky's regulator lists online casinos as not legal. Taken from the Kentucky Horse Racing and Gaming Corporation's Sports Wagering Licensee Search, 'Service Provider & Partnering Track/Operator' view, which gives a Type of Partnership of 'Mobile' or 'Retail and Mobile' for each brand above. Results are returned by form POST, so the sourceUrl is the search page itself. Cross-checked against the same search filtered to License Type = Service Provider and Status = Active: all eight appear Active with licences issued 8/22/2023 (Fanatics and bet365 likewise) and expiring 12/31/2026. Kambi (Sports Information Services Ltd) is listed with Type of Partnership 'Retail' only, across four tracks, and is excluded. Prime Sports Ky (Out The Gate, Inc., partnered with Churchill Downs Racetrack LLC, licensed 12/10/2024) is an Active service provider but the KHRGC table leaves its Type of Partnership blank, so it is not recorded as online.
Sports betting is live: the regulator lists 8 online sportsbooks, among them DraftKings, Caesars, FanDuel, BetMGM.

Each one's own restricted-states list does not name Kentucky. Sweepstakes casinos run on free coins with prizes redeemable for cash, which is how they operate where online casinos are not legal — the law tile above says whether Kentucky allows them.
