Virginia's regulator lists online casinos as not legal. Taken verbatim from the 'Approved Permit Holders' block on the Virginia Lottery's Sports Betting page. Virginia defines a 'sports betting permit holder' as a person issued a permit 'to operate a sports betting platform', so every permit holder on this list is an online/mobile operator. The Lottery publishes a consumer brand only for FanDuel and DraftKings; for the other nine it publishes the licensed entity name only, so 'brand' repeats the regulator's wording rather than a brand the regulator did not state. Separately-listed 'Approved Suppliers' (including RSI VA. LLC d/b/a BetRivers, FBG Virginia LLC d/b/a Fanatics, American Wagering d/b/a William Hill Sports Book, SBOPCO LLC d/b/a SuperBook, Kambi, IGT) are platform/service providers, not permit holders, and are excluded. The page shows no as-of date for the permit-holder list.
