Massachusetts's regulator lists online casinos as not legal. Massachusetts Gaming Commission Category 3 (online/mobile) licensees. The first four are listed by the MGC as 'Category 3 tethered licensees' with the Category 1 casino they are tethered to shown in parentheses; the last three are listed as 'Category 3 untethered licensees', for which the MGC names no separate license holder. The MGC states these operators 'are the only operators licensed by the Massachusetts Gaming Commission (MGC) to accept sports wagers.' The MGC also notes Betr and WynnBet were licensed Feb 2023 to early 2024 and did not renew. 'Penn Sports Interactive' is the MGC's own wording for the Plainridge-tethered Penn licence.
