Wisconsin's regulator lists online casinos as not legal. No operator list published by the Wisconsin Department of Administration, Division of Gaming. Wisconsin sports betting is tribal: 2025 Wisconsin Act 247 (2025 Assembly Bill 601, published 10 April 2026) creates s. 945.01 (1) (h) excluding from the criminal definition of 'bet' an event or sports wager 'made by a person physically located in this state using a mobile or other electronic device if the server or other device used to conduct such event or sports wager is physically located on a federally recognized American Indian tribe's Indian lands' under a pre-1 April 1993 IGRA compact. Wagering is therefore offered by tribes under tribal/state compacts, not under state operator licences, and there is no state licensee list at all. The Division of Gaming's own page describes its role as protecting 'the integrity of Indian and charitable gaming' through licensing, background investigations and enforcement, and its Office of Indian Gaming and Regulatory Compliance regulates tribal casinos; the page does not mention sports wagering.
